Let's say an average car gets 10Km per litre of fuel. This would mean the driver of our average car 'contributes' about $1/litre - or $1 per 10Km travelled - in tax. Right now it might cost about 30c for a 'litre' of electricity, but once EVs hit 5% of the vehicle fleet, their RUC charges are going to be epic.

Is that true though? Most EVs are pretty heavy due to the battery load and more weight means more load on the road. They also have torquier power systems that mean more sheer stress on the road surface during acceleration (exacerbated by that extra weight). There's also a temptation to use narrower tyres (to reduce rolling resistance) and that means a higher (per sq/cm) loading on the road surface.

they wont weigh 2 tonne ( musk's abortionate pos not withstanding )

Actually they are generally heavier than an ICE vehicle.

and they dont drop tar dissolving oils and fuels

But they do burn nicely (and for much longer periods of time) when/if they ignite :-)

so the ( at this point very rare ) roads made properly wont need relaying anywhere near as often

I think that remains to be seen and I've not come across any definitive studies yet proving either way.
