Apparently it's part of a new FAA training programme. The Hawks are the first-line defense against recreational drones being flown in violation of the FAA's new definitions of what constitutes a UAS.

The interesting thing is that they're claiming these recreational drones are too dangerous to allow -- yet it seems to me that the damned hawk was a hello of a lot scarier and more dangerous than the tumbling bit of plastic that hit the ground with a thump :-)
