I am gobsmacked that YouTube was able to do a deal with US regulators that effectively makes those who upload video legally responsible for the crimes of the company.

How the hell can this even be possible?

I do not track *anyone* - but if YouTube tracks an under-13-year-old who watches my videos then *I* could be hit with a US$43K fine?

Unbelievable!

Only in America (I hope).

simply delcare your videos as not targeting under-13-year-olds and your safe, right?

If you do declare as targeting kids, what happens if someone notices some swear words.
Is it possible to determine the target status of any YT video without been logged on as the uploader?
