But the top level briefings have always said you can drive to the local park etc. Just to keep it local and not go outside your local area and maintain distance from others. It is the police who say you can't. They are also refusing to release their official advice on the matter or clarify what rules they are enforcing.

But I think even Jacinda has said that people ought not to engage in "risky" activities such as hunting, surfing, mountain-biking etc.

It's not that he drove to a place of exercise... it's that he chose an exercise that doctors say poses an unreasonable risk of injury.
